As the bell tolls, it will swing wildly and knock the package down, allowing you to grab the Boxed Electronic Part that, when you examine it and open it (look at the tape), holds the Power Panel Part.
Head back down the stairs to place the Small Gear in the remaining Gear Box to re-activate the Clock Tower. This will cause the machine to whir to life - one half of the solution. Head up the stairs to circle around the bell platform to find another mechanism powering the clock - and grab the Small Gear that’s in the clockworks, and replace it with the Large Gear. You can see another Gear Box area near the stairs going up - but the Large Gear won’t fit. Be sure that you then pick up the Large Gear again - you aren’t quite done yet. Place it in the panel to start the gears turning, which will lower a staircase to the side. Next to the table, you find find several gears in a Gear Box along the wall with one of them missing - the Large Gear you have in your possession. Once you enter the Clock Tower you can spy an orange box on a wooden platform where the bell rests above you - just out of reach.
